Harrisburg Receiver William Lynch

Former USAF General and current state appointed receiver for the city of Harrisburg, Pa, William Lynch dropping an Earned Income Tax bomb. He is currently attempting to force an increase in the earned income tax which, by many accounts, he could have waited to implement.
